Adopt international best practice:

30 km/h on urban streets 
60 - 80 km/h on undivided rural roads

Wider footpaths, raised pedestrian crossings , protected cycle lanes, restricting vehicle traffic.

Minimum passing gap of cyclists and other vulnerable road users.
